On June 28, the fire emergency drill sponsored by the People's Government of Linxiang City, directed by Yueyang City Emergency Management Bureau, Linxiang City Emergency Management Bureau, Linxiang High-tech Industrial Development Zone Management Committee and Fulcheng Company was held in the company's production base.

The drill was jointly conducted by the Linxiang Municipal People's Government, the Municipal Emergency Management Bureau, the Municipal Public Security Bureau, the Municipal Traffic Police brigade, the Linxiang Branch of the Municipal Ecological Environment Bureau, the Municipal Meteorological Bureau, the Municipal Health Bureau, the Municipal fire rescue brigade, the municipal chemical Defense Force militia chemical defense rescue company, the Jiangnan Town people's Government, the Hunan Yueyang Linxiang High-Tech Zone Management Committee and the company's emergency rescue team. Liu Qi, deputy secretary and mayor of Linxiang Municipal Party Committee, served as the commander of the emergency drill, and Xie Yunce, member of the Standing Committee of Yueyang Municipal Party Committee, Secretary of the Commission for Discipline Inspection and director of the Supervisory Committee, served as the commander of the scene. Li Yongzhan, chairman of Fulcheng Company, is the emergency commander of the company.

The drill was closely combined with the requirements of the 22nd national "Safety production Month" activity, closely focused on the theme of "Everyone speaks safety and everyone will respond to emergencies", based on actual combat, and carried out practical operations and drills on emergency response, on-site disposal, personnel evacuation and rescue of hazardous chemicals.

The setting of the drill is based on the company's V106A ethylenediamine storage tank exploding due to lightning strikes, which causes the residual materials in the tank to leak to the ground and generate flowing fire causing a fire, resulting in the loss of contact of one employee. After the internal operator finds the accident in the monitoring room, it immediately reports the information to the minister of production safety, who immediately organizes the on-site team to carry out warning evacuation, verify the cause and scope of the accident and other disposal work, and reports the accident information to the chairman of the company.
